I was wondering if i could buy Final Fantasy XI Online: Vana'Diel Collection 08
and if it came with the base game or if it was just a collection of all the expansions.

You certainly can buy it. That's what it's there for.

The Collections are the game + all the expansions up to the point of their release.

well if you have Ps2 Vanadiel collection 08 and have a HDD then you're set because the vanadiel collection 08 doesn't come with HDD

if it was for PC then disregard about the PS2 thing lol

you will have to do more than that, such as install it and download things, which may take an hour or a few, i forget exactly how many it took for me. but yeah, that is pretty much what you do.
