If you register a new account, then yes, you'll get your 30 days. If you want to install the game with the disks and use your old account, then no.

wait a min, if my characters are restored I would use my old account, but how do I know if they will?

You won't know until you try. But they should be able to restore them. That means you won't get the free 30 days that came with the box you just bought, but that's a pretty reasonable trade off, I'd think.

the thing is , I don't want to "try" and having to start all over AND pay the fee. I can't contact customer support because it is a weekend. I just want to know if anyone is in my situation.

Check out the rules for the Return to Vanadiel campaign. That will probably be your best bet if your character had been deleted (by you). If you didn't delete your character, than it is likely still there, depending on how long ago you closed down your account.
