How do I make a report to the STFU through playonline.com?

I know a link has been posted here before, but after searching I still could not find it. I am having no luck finding it through navigating playonline.com either. My friend and I witnessed many RMT pos hacking in and out of the Mayor of Selbina's house this evening, presumably to make gil off of the 'An Explorer's Footsteps' quest. My friend called a GM, who requested that we go make a report on playonline.com. The GM said they had already received calls today regarding the same problem, and that going to playonline.com would be the best way to get our report in.
