If he's Windurstian now, then of course he can get the Sarutabaruta outpost - this makes a lot of sense if you're levelling Clothcraft and want to do harvesting in Giddeus, since it's the fastest way to get there.
If he's Bastokan, then perhaps Bastok controlled the region when he switched (which might explain why he switched "just for the outpost").
* It occurs to me that there is one possibility that may be overlooked: It might be possible to acquire the supplies for a region, switch nations before the next tally, and turn in those supplies to the "wrong" NPC and possibly still get credit for it. I don't think this would work, but I'll allow for the possibility, but in any case it would only work for a single region since you cannot initiate a supply quest while holding supplies for another region.

He is San d'Orian.

As he explained it, he says he actually switched and became a Windurstian did the Sarutabaruta supply run, and then switched back to San d'Orian. I hadn't tried it yet, but I watched him OP warp from Sarutabaruta and it worked for him.

He said nothing about doing anything special or any trick to do it. I'll get more info from him and actually test it so I can see. Otherwise I was just going by what I saw happen right in front of me.

What I'm suspecting that the teleport from that OP doesn't get wipped out when you change nations, only the teleport to part. As I recall he is able to teleport from that OP but he can't teleport to that OP.

The teleports are actually wiped out, but as I mentioned above, it's possible that you might be carrying a supply key item which might still work for the one region you're holding it for. All of my teleports were wiped every time I switched (I outpost constantly even with Teleports available to me, so I know). He may have used the trick I mentioned above to "steal" a single outpost (in this case, Sarutabaruta), at the cost of all other outposts.

In particular, I've done the Xarcabard outpost four times now. As a WHM with Teleport-Vahzl, you'd better believe I noticed every time I had to Warp back to town when I switched and forgot I didn't have the teleport service available again...

From what they say that would also not work. Because they say you lose op every time you change so a change back starts you all over again.

Unless it was hidden in patch notes somewhere... I started in Windy, got rank10 and some OP. Switched to Sandy, got nearly all OP, rank 10, switch to bastok. Didn't bother with OP at all, got rank 10, switched back to windy.

At that point I could not OP from anywhere, even though I had windy supply quests completed beforehand.

If your friend somehow switched to windy and back to sandy and somehow got sarutabaruta OP... all I can think of is maybe there is some bug where you can switch to windy, get sarutabaruta supplies, switch back to sandy, and then turn in those supplies to the sarutabaruta W.W at the OP and somehow get credit for the quest.

So, where do i have to go/what do i have to do to switch my home nation?

I didn't realize when i made my character that bastok controls only 2 areas, and thats just weak.

There is no such "patch". I did this late 2006. All my OPs were cleared out. (& I had 100% OPs avail for Windurst including Gusta and Ronf ) I am rank 10 in all nations now though
