sometimes it depends on health... like when your health is in red it will activate.

Different items have different requirements. Some Such as the level 30 earrings require you to have a certain sub job. Some only activate over 100% TP. Others, like Hereaux said activate on low health. For exaple: The Carapace Armour set uses health as a tigger, from what I hear the bigger the boost you get on the piece, the lower your health needs to be for that part to activate.

Aside from Latent Effects you should also be aware that many weapons also have "Hidden Effects". Many times they are items were their level requirements don't make sense to the DMG and Delay they have. One weapon would be the "Company Sword" it's strength grows with each member you have in your party. | |

Here is a good thread on this on this very forum: Hidden Effects and Latent triggers [list] I wish it would be updated more often, though. If it's not stickied, it probably should be in whatever forum it's on (would get it more hits too).

Hmm, that does seem like it's the wrong area. Maybe be better if it was under Items Q&A? Or I think there is a forum for General Equipment... Let me see if there's a better place for it.
