Re-Creating Characters Change Servers?

Hello everyone, I've heard rumors that if you are unpleased with the server you are put on when you first make your character, you can delete, and re-make your character to have a chance of it changing servers. I have searched the boards for this but only have found proof that it happens on SOME servers. I'm wondering if I can get on to Serraph with using this technique because my friend is on this server. Thanks in advance

Yes, when you remake it randomly puts you on a server, I just re-made my character 30 times and got on the server I wanted
