not qualified to carry item?

What causes a player to get that message and have an item taken from you? It's happen to me with feathers, crystal etc..

Is there a phantom thief??

Usually happens when you have no more space to carry anything or if you're already carrying something that you're only allowed to carry one of (ex-rares, quest items, keys...)
