Bastok rank 2 ---> Rank 3 - stuck in limbo?

I'm at 100% to rank 3, according to the rank point bar. I've just completed the Crystal Line (Bastok Mission 3). Yet, I can't seem to get to rank 3. The guard won't accept any more crystal donations either.

Is there something else I have to do before I'm able to cross the line into rank 3?

yes, you need to complete more missions. i think after M6 you'll be rewarded with rank 3

To get to a new Rank level requires a certain mission to be completed. In this case, getting from Rank 2 to Rank 3 involves completing Mission 6
