What's wrong with this quest? Done it three times and can't finish it.

Client: Baren-Moren
(Hat Shop, Windurst Waters)

Talk to the following people in Windurst Waters:
- Bondada at the hat shop
- Machitata near the residence area
- Honoi-Gomoi in a house in the residence area
- Kenap-Keppa at the Rhinostery
- Clais near the Rarab's Tail
- Kyume-Romeh in the Rarab's Tail
- Tosuka-Porika in the Optistery
- Perchiru-Mashiru in the Aurastery

I haven't left the Waters and I get all the people, so I don't understand what I'm doing wrong. Sometimes I get 120gil, sometimes I get scolded for not doing any work...

You have to listen to what those NPCs are talking.
Make sure you don't cancel your conversation halfway.
Continue pressing enter while listening to them, not Esc.

Your best bet is to talk to everybody. It takes longer, but it guarantees that you'll get the 200gil & hat.

i was doing this quest, and finally completed it by talking to every npc there, (spent almost 3 hour)
and when i go back to the hatter shop, they gave me 120 gil, and a hat, except that my inventory was full, so he said: come back later and we'll give you the special hat. but after i went back from my mog house, and have some space in the inventory and talked to him, he's like: you slacker, you didnt do any job at all. so there, i dont get my special hat as reward, and when i try to do the mission again, he just kick me out.

that's so unfair... isnt there anyway to fix it?

I have to add another comment on this quest.
This quest takes place multiple times, and you can try that as many times as you want.
But I think you had better quit repeating to do this quest once you get some kind of reward after completing once.
You don't have to do the same frustrating thing again and again.
The second quest the owner of this hat shop, Baren-Moren, offers you will take place when your fame reaches a certain level.
Complete other quests for the time being to enhance your fame in Windurst and try talking to Baren-Moren again to undertake another quest, 'A Feather In One's Cap'.
