Does the Lu Shang's help in any way when it comes to fishing up the devil manta in Kuftal Tunnel for Angel skins? I know it wont help the drop rate but what about pulling up the manta himself? Also if you are a lvl 12 fishing skill will this rod help you at all?

It's a monster and not a real fish, so I don't see how it would help you pull in a certain mob. The rod would still be great for any level fisher, just not when it comes to singling out certain types of monsters.

It's a monster, as already mentioned, with its own set of pop conditions. I believe you don't need a levelled fishing skill to catch it as I've fished it up a few times with Halcyon + Shrimp Lure and a fishing skill of 28. I gave up on it though as the place was packed full of people fishing as well either catching it themselves or messing up the pop window by throwing the catch away. That's not even factoring in the terrible drop rate.
