They're only really good for fishing items like rusties and coral fragments or bottom-lying shellfish like shall shells. The idea is you drag the bottom with the rig until the hooks latch onto something. Even at lvs 1-7 using little worms >>halcyon rod (I'd highly suggest it if you've got the cash, otherwise other rods listed here http://www.finalfishing.com/Fish.aspx?fid=1 may be better/more affordable for you) I got a decent amount of carp and had the crayfish for lvling a synth or selling. ((EDIT: also toss back catches that are !!!, they're either monsters or arrowwood logs, which the logs can snap a hal. rod))
After 7 either buying or synthing Insect Balls will isolate moat carp for you at this location at least. It "can" catch them, it just doesn't do so very often. The only use for Robber Rig is that it is VERY good at catching shellfish: Shall Shell, Vongola Clam, Bibiki Urchin.
Other than those, there's no point to using this lure, IMO.

Both moat carp and forest carp count for this now to my understanding.

The maximum number of fish you can catch in a day is estimated to be around 200, though some people speculate that the weight and skill level of the fish also come into play. If that discussion ever reached a definitive conclusion I didn't see it. I just got to lvl 92 fishing and tested the Rober rig in some Moat carp catchable areas...they are catchable but like stated above...bite rate is very....VERY low.
