Drake ring has the latent of enhances jump. Drake Earring has double attack +5% latent. To answer your question: I believe to activate it you have to be in yellow hp and have less than 100% tp.

HP at 25% or less and less than 100 TP. Edit > Oh yep, Ring is the one that enhances Jump, and it's triggered by 75% or less HP
