For your problem, only thing I can think which might cause this problem is that you're trying to import a different sized .dds file. You can't change the size in a simple way without VRS but you can.

Let me list what i think you do. Tell me if you do something another way:
1.Open Changetex
2.Open DAT with Changetex
3.Export DDS with Changetex
4.Open DDS with GC3 Graphicconverter
5.Save DDS as BMP
6.Edit it with a picture edit program
7.Open GC3 Graphiconverter
8.Open edited BMP
9.Convert BMP to DDS
10.Save it as DDS
11.Import edited DDS into the DAT with Changetex.
Is this he way you change the DDS or do you do it in another way?

this is what i do
1. Open changetex
2. Open the Dat i want to Alter in changetex
3. Extract the .dds from the Dat with chagetex
4. Save the .dds as a .dds
5. Open the .dds in photoshop
6. Edti/alter it in Photoshop
7. Save as a .psd to preserve it then save as a .dds over the original

I see 2 options for you:
1.Use GC3 Graphicconverter and work with the *bmp format.
2.Write a plugin for photoshop that prevents it from destroying the FFXI-dds format. :p

Make sure your settings match the ones specified on that page when you save.
If you still have problems, try one of these:
-Try using graphcs converter 3 like Nomido said
