Am I missing something or the first gun for COR is really level 15?

That's a sign that you're partying with idiots. When people are demanding more out of you than is possible within the game from any player, that's generally a good time to leave.

Well it was the dunes after all, and at least one person said that it was their first time playing with a Corsair. Even for me, I can only think of one or two times that I played in the same party as a Corsair before I started it myself, so it makes sense why most people wouldn't know they can't use a gun until level 15.

If a party asks you to pull before level 22, just use Darts; they're cheap and available starting at level 7.

And do what the other people here suggested and level RNG to at least 20 before you continue with COR; having Marksmanship already capped when your COR hits 22 will help you a ton.

I'm actually taking a different approach and leveling both Ranger and Corsair at the same time, putting Ranger at higher priority to make sure I'm keeping up on my skills.

I look at the Auction House all the time, and I wouldn't have known about this because of it. It ain't like I'm shopping for guns for my WHM.

Not necessarily. If you look up great katana you will see that the lowest level one on the AH is level 8. Does this mean Sam can't use a great katana until level 8? Nope. They get a rare/ex one when you unlock the job.
