how many times per real life day should I take my chocobo out for a walk (short)?

You can take it on three or so before it doesn't have enough energy for another. There's not really a reason not to at that stage. If you get an animation where the chocobo turns around and sees a sparkle on the ground, you can use the watch over it to get a free item. Usually it's junk like a pebble but occasionally you'll get something of meager value like a goblin mask, or later on long walks some expensive ore.
