Whenever my chocobo's stats increase, the change doesn't show up
when I talk to the racing NPC. My chocobo's STR/END rose,
but it shows up as the same as last week's attributes.
Is there something I'm doing wrong, or is this just a glitch?

I think you need to reregister it with the registration card like when riding it.

I'm having the same problem with the CRA.

My chocobo's prior stats were SS / S / C / D

They have changed to SS / S / C / C

I took my racing form to the CRA agent and she tells me that the chocobo has already been registered.

Can anyone help with this?

If a chocobo’s attributes change after CRA registration, players must re-register their chocobo for those changes to be reflected.

Just re-register using VCS Registration Card or CRA Racing Form (free). Neither of those will reset your progress.

Basically it looks like you have to obtain a new CRA racing form to register again. At least that's what I can get from that page. Looks like dropping VCS Registration Card means it's gone for good so don't do that.

Thanks to Urat, I finally understood why my stats were reading differently from what they actually are, even after re-registering my chocobo.

The saddle you use will actually reduce a stat by one level in order to fortify another. For example, if you use the Sheep Leather Saddle (which requires moderate receptivity), it will lower your chocobo's discernment by one level in order to boost its strength by the same amount.
