M. Tusk arrowheads: cap level?

Does anyone know the cap level for m.tusk arrowheads?... mystery tours has them at 70, but after 36 straight failures with adv.synth support @ lvl 63, I think its safe to say that lvl 70 is incorrect.

Any info would be greatly appreciated.
