Hey can someone tell me how I can get this thing... Do I have to have a certain skill level to wear it? If i dont, will someone give me or sell me one...

It's obtained via guild points. After you pass the cap 30 skill test (you need to be 28) you can start collecting this points. The guild will ask you for an item which you give them for points. Aproon are usually 100,000 points and require you be an adept of the guild (skill above 68)
