Unsurprisingly Armando hit the nail on the head with Shock, the minimal mnd down won't affect an enfeebling rdm much at all as the job gets reasonably high mnd score, whereas reducing wil be reflected in every hit that your melees do (that includes most rdms til they get too busy to swing a sword).

When it comes to hate, in a low level party your tank and backups (if they are present and they are fairly rare) only really have Provoke to try to take hate back with. Blind is used by tanking rdms and nin/rdm (possibly even by pld/rdms if that is still in vogue) to generate a ton of hate which will become apparent when you cast a few more spells and the tank(s) have trouble turning the mob back.
