Does someone know when this latent effect activates?

I've been told by a Japanese BLM, that it activates with /WHM. But I'm not sure, and I can't really find out..

LVL 50 Latent effect rings only activate when hp <75% (in yellow). So for a blm resting all the time with already low hp, its worthless in normal exp situations.

In this case the Mysterytour page is wrong, most likely a translation miss.

So, it seems that it work with yellow hp or tp < 100%. And, I never have tp in an xp party.

Can someone tell if that is true?!

The conditions are less than 75% HP and less than 100%TP. (If I use Fencer's Ring and have below 75% HP but then my TP goes above 100%, the +5 en dmg disappears, thus why we use our WS as soon as we hit 100%.)
