Yes, this question has been asked before in a Q&A and they said no. I asked it on behalf of my son who would like to switch to Elvaan. He also wanted to change his name, which they also said they would not be doing.

I only ask because i find myself at a rather large and noticeable disadvantage to my fellow players and do not wish to make another character and go through the leveling process once again just to remove this disadvantage

An in game event (possibly over the "new year for a new race") is all this would take, and would not cause trouble to anyone as all that would occur is a once off race change...

I cant really understand why this would be a bad thing anyway...

You are not at a rather large and noticeable disadvantage. You may feel that you are, but I assure you that you are not.
