mission 6 changes

Did they make changes to mission 6? I was reading about mission 6 the other day to refresh my memory(about to do it again) and it said that the dragon could only be fought by a PT where all the members are from the same country and all have accepted the mission. But this wasnt true 6 months ago when i first did it. Me and alldo accepted the quest and did all the prep work then went to wind to fight the dragon. We got Ita and Donnivan to help out with the kill and i know they warnt doing the mission b/c both were rank 4 or 5 at the time and im not sure but i think Ita isnt from Bastok like me and alldo. So does this guy not know what he's talking about or did they change the requirments for the mission.

You don't all have to be from the same country, but the conditions are this:

1) You may only have 6 people enter the Burning Circle, and they all must be in one party.
2) Anyone that enters the Burning Circle will have their level limited to 25.
3) To enter the Burning Circle, you must have a key item that allows it - either the Key given as part of the mission, or the key items found after completing the mission. This means anyone Rank 3 or above may assist with a Dragon encounter.
