Odin and Alex are more powerful, the difference for them is that they have to have a human host to unleash thier power. This is pretty much why they can't be summoned, even though they were Celestial avatars. As vague as Carbuncle can be, I do remember his concerns regarding the attempts to wake the other celestials. Odin and Alexander were written out of the avatar list before ToA was even out.
