I was asking about windower because I know that sets the resolution itself, or at least has the option to; it's been too long since I used it to remember the details. But if you've tried without it, that's probably not it.
My only other thought is to double-check your decimal-to-hex conversion, if you didn't just use regedit's built-in thing for that. Which also shouldn't be a problem if you set it through FFXI Config.
