I can confirm right now that the quest "Snakes on the Plains" isn't required in the Windy arc since I haven't even started that quest. I have completed the two Tigress quests, and just reconfirmed that the Snakes quest isn't in my chat log either.

I thought maybe you just had to enter from that Maw you first arrived in the past from, but I've used this Maw to get back to the Necro several times. Perhaps only the 2 TIgress quests are required because of the cut with the Star Sybl.

I take it back. I did do the Snakes quest, just didn't think to check the CORRECT completed list. It's the first quest you have to do to become an official Cobra in Windy.
