This does seem to be the case, that is exactly what happened when I went with some people to fight this NM.
Also, this NM isn't too bad and I think I might have been able to solo him as a lvl 66 drg/rdm, not 100% sure though but that was my impression.
The Elshimo Newts also drop from the Sahagins outside the SSG as well. They seem to drop from any of them outside, so I'd recommend just killing them all. You can also pick up a piece or two for that mermaid ring if you do that.
