The WAR, if for no other reason,
because he is 2 levels higher. If the levels were switched, I'd go with the MNK over the WAR. At that level range, they both have the same exact hate generating tools, and the DEF difference in gear sets between the two jobs isn't huge -- it's not so big that it can overcome the advantages of a 2-level gap.
