Ever since my Rank 10 tour I've been unable to get Elshimo Uplands and Kolshushu back for outpost, and those were the 2 I used the most.
It seems I'll have to go buy the regions for windy, that or just move back to Basty after I get M.C. bracelets.
For some reason Basty always has the areas I outpost the most to.
