No reason you you to stay in the zone except to wait for it to start snowing if it wasn't when you zoned in. If it starts snowing you must zone back to the pass then back in to get your element.
Their is also about a 0.0000001% chance of snow in Batillia Downs outside of Jeuno, but you have a better chance at getting a Kraken Club. As for the blood warping issue, I assume you have been leveling with signet?
