There's no bait or lure that attracts Jellyfish. The only way to really increase your chance at jellyfish is to use bait/lure that no fish is attracted to, and hope you dredge up jellyfish instead of items.
If you get frustrated with low catch rate on the jellyfish, I suggest camping the Alchemy guild in Bastok instead. If you have Aht Urhgan access, you can also camp the Fishing guild out there as well as the Alchemy guild. The ToAU equivalent for Jellyfish is Denizanasi, which will substitute for Jellyfish in your targetting skill up Alchemy recipes.  Lyonheart
