Yeah, script kiddies are annoying little nusances. Though IP banning is really not a solution at all. Since many people that access the internet are on Dynamic IPs and if they know how can change their IP. Then of course if you ban all the Turkish IPs it doesn't stop those that proxy.
The only ultimate stop is if they've done something that is a direct violation of the Internet's Terms of Use. If they have you track that IP and report it to the appropriate abuse@<domain>.<extension> they'll look into the violation and terminate the user at the source.
Happened to a friend of mine when we use to hack, actual hack not the kiddy stuff. Site caught his IP and reported to
abuse@compserve.com (Think that was the ISPs abuse email). The ISP investigated saw his actions and after reported to police, he was banned from the Internet for 10 years. He tried to get on using other ISPs but parole officer would catch it and ISP was to terminate service.
I think in about another year or two his ban should finally be up.
