No. It's only the basic game. So if you end up playing, you'll need to buy the game and the expansions anyway. The buddy pass is just for a month.
You can buy the Vana'diel Collection for about $20, plus the free month that they give you with purchase, so it evens out to about $7. If you can't get a buddy pass that is.
