Moss, cabbage, and corn all raise fame in Bastok and San d'Oria (and, consequently, Jeuno). All Selbina quests raise Bastok and San d'Oria fame. The moss gives the most fame, followed by cabbage, then corn.

72+ quests with the corn is 6 stacks of corn. So, yes, that wouldn't budge your fame a level, as it's not nearly enough. It took me upwards of 80 stacks of corn to get my San d'Oria fame to level... 5, if I remember correctly. If you want your fame to rise more quickly, go to each of those two cities and do all the individual non-repeatable quests that you can handle at your level. Getting a quest to show up in your "Completed" list adds much more fame than repeating any of the repeatables.
