There are two in South Gustaberg, Vomp Hill (the really big one that's right outside the Bastok Markets exit), and the unnamed one near the lighthouse. You want the unnamed one. There's really nothing up there except some empty space, sheep, goblins, and a campfire. The campfire is what you want. I think the ??? to trade the meat to only shows up at night.
