You actually don't have to go to Quicksand Caves to get to the piece. I went through Quicksand Caves, came out to WEst Altepa, walked through the hallways and then noticed there was a ramp leading up to the ground level. As for the position, I dont' know exactly cuz I dont' have a map I can look at but its around the Southeast middle. You should see a bunch of windy lower level corridors.
