I was not able to complete this until I had about 25 unique quests and 10 repeats.
The fame check NPC in Windurst is Zabirego-Hajigo at the pub (H-10 I believe). I think what you need him to say is "Ah, you're the {insert name here} that people have been talking about ...." |
