| Well, I can't help you with if the nerfs actually occurred last month. I never heard about them.
But nerfs are never planned they are always meant to balance something that became more powerful than the devs wanted it to be. Why would they say, "Hmmm we'll let Bards be uber until may, 2003 than we will weaken them a lot." LOL. If anything it would be "Hey we've noticed that when Bards do this and that the parties are way too powerful and are beating enemies twice their level... we need to fix this". A nerf is a fix really.
Anyway, to answer your third question, if the nerfs did take place last month (again I didn't hear about it) than yes it will be effective in the US version. The US version will be functioning exactly like the Japanese version. S-E even stated they want servers to be shared by US and JP players. That wouldn't be very fair if a US bard is not restricted by the rules of a JP bard and they were on the same server. |
